Public Call for Circular Solutions for Municipal Utility Services and Infrastructure

Belgrade, 5 February 2026 – The Ministry of Environmental Protection, with the support of United Nations Development Programme (UNDP), is announcing a Public Call in the form of a challenge for circular solutions for municipal services and infrastructure, intended for local self-governments. The aim of the call is to co-finance measures that best contribute to the green transition in the field of public utility service delivery or the improvement of municipal infrastructure, through the application of circular economy principles.

Units of local self-government may apply individually or in a consortium with technical partners from the research and scientific sector (universities, institutes, innovation centres), the private sector (private companies, design firms, start-ups), or civil society (non-governmental organisations).

Local self-governments are expected to submit innovative project proposals aimed at implementing measures for green and digital transition, applying circular solutions, and improving energy and resource efficiency.

Examples of practical solutions that may be supported include installation of solar or new LED public lighting, water supply savings and/or optimisation of wastewater management, optimisation of waste management, solutions for circular urban design, and improvements and innovations in the use of renewable energy sources and industrial symbiosis for utilising waste as an energy source.

The total budget for the implementation of this public call is USD 500,000. Financial support will be available through three contract models, depending on the amount of funds requested and the main applicant.

The deadline for submitting applications is 24 February 2026 at 5 p.m. All interested parties can learn more about the details of the public call at the Info Days, which will be organised on 12 and 18 February.

The list of project proposals selected for co‑financing will be published on 6 March 2026.
